Everything seems somehow different in the state of California. This is the one place in the country where you know things are really happening. Not all of those things are good, but you have to admit that the west coast is pushing many an envelope.
This unique joie de vivre has spilled over to the automobile industry as well. Thoughts of the state, even for those you have never been there, conjure images of a real car culture with all types of cars new and old, as well as, countless car clubs, racing enthusiasts, and even automotive design studios. It is easy to imagine that all highways and overpasses there look like they were lifted right out of an episode of "Chips."
In many respects, including those car-like, California enjoys an autonomous "state" of being, actually choosing to set standards. With its large population (more people than all of Canada), favorable climate, and independent attitude, it wouldn't take much to convince someone that this is where the convertible was invented.
California, for all its size and national presence, has taken a curiously responsible stance on things like automotive emissions, pollution, etc... Apparently that is what you get when you unceremoniously combine an Austrian-born action hero, influence of the Kennedy family and the largest political stage in the US. During the 80's when the state's motto was officially changed from "Eureka!" to "the smog state," they new it was time for action. One thing born of this attention to automotive impact was the Bureau of Automotive Repair, which is an office of the California Department of Consumer Affairs.
The role of the BAR is to provide "statutory oversight of several statewide licensing programs," which are considerable. Don't be confused, however, for all the recourses they provide in automotive repair, licensing information, etc...the company website is still www.smogcheck.ca.gov. Either way, the Bureau has recently introduced a program that provides free automotive repair inspections, which is certainly worthy of mention.
With particular benefits to vehicles that have been involved in some sort of collision repair, the program protects consumers both incomplete, shoddy, or unscrupulous repair practices. Click here to see a brief article on the program, which cites a vehicle that was found to have over $2,000 in "missing" repair work. That the vehicle was involved in a rollover and sustained $23,000 in damage and was still deemed repairable is another matter that the state might want to address.
If there is one country that is obsessed with the automobile, it is the US. If there is one state in the US that is most obsessed, it is California. Not only do they offer a legitimate office of consumer affairs, but have the decency to also contain specific programs affecting their extensive motor fleet. The car repair inspectors will even come to your house. While the inhabitants of Denver might argue that more needs to be done to control the atmospheric by-products of California love of cars, and Californians themselves will complain about the strict regulations, this type of program still provides a good example of how this state may be again leading the way.

States may be grouped in regions; there are endless variations and possible groupings, as most states are not defined

Let me tell you about a group which has always a great credit rating, men in uniforms.
The guys in uniform are being targeted by used car sellers. They have a stable job and are being chased by used car sellers for great deals but they can use their brains to get good deals. Enjoy the car for a while and then get another one.
Anyways second hand cars are sometime great buys if you know where to shop. You can check out in used car portals

California is definitely the state of luxury and multiple cars... but with all the strict regulations in CA I don't see how people could complain about the by-products of CA love of cars.

Interesting post. It may be true that the most car-obsessed state is California, despite the strict regulations. This is because of their lifestyle and their environment. They really need cars to get to where they want, without the hassle of waiting in line just to ride a bus or a train. A car would take them to where they want faster.

There are a lot of cars in California, since California has a vast population and most people are in the working group. Most people who work need cars in order for them to get to where they need to be faster. Job seekers or first-time employees need cars because they would not want to be late. That would give their boss a very bad impression about them.

Sounds like a lot of rules and regulations in California. As much as it sounds like there's a lot of loops to jump through, they're all there to protect you and ensure a quality inspection and product.
